AlbNetEITI Coalition

  Strengthening the participation of the civil society in the EITI process, is the project supported by State Secretariat of Economic Affairs (SECO) close to Swiss Embasy and implemented by Albanian Center for Development and Integration (ACDI) and other AlbNetEITI Coalition members. The project is focused on two main streams of work: 1) enlargement of the Civil Society Organisation (CSO) Coalition for EITI (AlbNet-EITI), with new members and 2) capacity building of the members of the Coalition, to fully and effectively fulfill their duties in the EITI Multi Stakeholder Group (MSG). Workshop on cooperation between National Secretariat and EITI Ukraine Secretariat in disclosing Beneficial Ownership

On December 16-18, 2019, Anila Hajnaj and Ola Mitre, representatives of Civil Society, members of the Multi-Stakeholder Group (MSG), Genci Terpo, Head of EITI National Secretariat, and other members were invited for a three-day business visit by representatives of the EITI National Secretariat and Civil Society, members of the Multi-Stakeholder Group (MSG) from Kyiev-Ukraine. The aim of the visit wasintroduction with the steps done as one of the countries that created the world’s first register of Beneficial Ownerships for legal entities and property registry for government officials. On December 2, 2019, the third MSG meeting took place where initially the new Head of the EITI National Secretariat, Mr. Genci Terpo, was introduced. He expressed the confidence that with the MSG members's professional experience it will be able to achieve the objectives for the complex issues where the EITI National Secretariat is currently stands. EITI – OSCE: 4 Inter-municipal Workshop with Local Government on Royalty issues

Mineral Royalty Monitoring Report prepared by the Albanian Center for Development and Integration, made possible by the project: "Citizen Pressure on Local Government for Full Use of Natural Resources for Community Benefits" where 5 municipalities were monitored as Patos, Roskovec, Vajgurore Bridge and Bulqiza have had a great echo both nationally and internationally. The OSCE supported the report and initiated the idea of a national strategy, by organizing 4 cross-country thematic meetings on royalty issues in Roskovec, Vlora, Berat and Bulqize. World Bank Mission in Tirana to discuss EITI priorities and vision for sustainable sectoral development

On April 12, 2019, a World Bank Mission from Washington conducted working visits in Tirana, in function the EITI activity implementation support in Albania. Representatives of the World Bank Mission, Mr. David Reinstein and Mr. Sridar Kannan, held an extended meeting with MSG EITI, where provided a presentation of the World Bank's successful international funding experiences that have helped systematize EITI processes and sectoral good governance (including licensing processes, collection and allocation of extractive industries etc.), in support of EITI processes. On February 29, 2019, at the premises of the Swiss Embassy in Albania, representatives of MSG and EITI Albania National Secretariat held a meeting with Mr. Thomas Stauffer, Program Manager of the Macroeconomic Assistance Division of the Swiss Federation and Mrs. Sigita Stafa, National Programme Officer for Economic Development at the Embassy of Switzerland. Report on the Monitoring of Mineral Royalty

On February 28, 2019 Mrs. Anila Hajnaj, representative of Civil Society Organizations in the Albanian MSG EITI, presented the Report on the Monitoring of Mineral Royalty to Mr. Elton Qendro, Local Government Adviser, OSCE Presence in Albania. The monitoring was supported by Leviz Albania with funds from the Swiss government /SDC. The purpose of this project was: 1. Mineral Royalty Monitoring Report in English just conclusions and recommendations "Citizen monitoring of the allocation and full utilization of 5% of the community royalties and full transparency to the public". Mr. Elton Qendro appreciated the report and described it as the basis for the future OSCE Mineral Royalty Strategy. It was agreed on further cooperation in the future.

    The civil society constituency to EITI was always very active and productive. That can be confirmed through participation in MSG meetings, contribution given in all the related issues and inputs to the report, in legal issues ect. (minutes of meetings are the proof of that). But along the way some of the members resigned due to personal or professional reasons. Meantime the AlbNet_EITI Coalition is formalized since January 2016. EITI Process is difficult and sensitive therefore not everyone can participate or be interested in this initiative.
